Time is chargeable whether an issue can be fully resolved or not, because investigation, travel and troubleshooting still take time. Some services also require ongoing third-party costs such as Microsoft 365 licences, AI API credits, website hosting, domains, plugins or platform subscriptions. Wherever possible, I will suggest the cheapest suitable plan, low-cost option or free alternative that still meets the requirement.
